
Entebbe Division ‘A’ Chairperson Hopeful Richard Wamala Unveils Ambitious Manifesto Ahead of NRM Primaries
ENTEBBE – As the National Resistance Movement (NRM) party primaries approach, Richard Wamala, an aspirant for the Chairperson of Entebbe Division ‘A’, has outlined his transformative manifesto, focusing on youth empowerment, government program oversight, and support for vulnerable groups.
Reviving Youth Employment & Skills Development
Wamala, a seasoned educator and humanitarian, pledged to revive the defunct Entebbe Youth Land Program in Guda Forest Reserve, aiming to curb unemployment by providing opportunities for young people.
Additionally, he plans to convert the old Division ‘A’ building into a youth skilling center, offering vocational training to students unable to afford university fees.
“Through my agency, Wamala Cares, I’ve already initiated youth reskilling programs, but inadequate equipment limits enrollment. Once in office, I will establish a larger center to train over 200 youths in computer skills at no cost,” Wamala stated.
Strengthening Government Programs
With experience as former Chairperson of Gender, Labour, and Community Development at Wakiso District, Wamala vowed to closely monitor wealth creation initiatives like Emyooga and the Parish Development Model (PDM).
“Supervising government programs in Entebbe Division ‘A’ will be as simple as eating matooke for me,” he confidently remarked.
Combating Teenage Pregnancy
Addressing the rising cases of teenage pregnancies, Wamala highlighted his ongoing efforts through the Face of Entebbe initiative, which supports underprivileged young mothers with skills training.
“Since 2017, I’ve been assisting teenage mothers. If elected, I will expand this program to reach more vulnerable girls,” he pledged.
Commitment to NRM Party
Despite his confidence in winning the primaries, Wamala affirmed his loyalty to the NRM, stating that he would not run as an independent if he loses the party ticket.
“NRM is bigger than any individual. I respect the party constitution and will support whoever wins,” he said, while expressing optimism about his victory.
Profile: A Leader with Deep Roots in Entebbe
Born and raised in Virus Village, Entebbe Division ‘A’, Wamala attended Kiwafu Primary School, Marine Base Army Primary, and Entebbe Parents Secondary School. He holds qualifications from Nkumba University, Alison Institute (Legal Studies), Mayo Medical School (USA), and the University of Buckingham.
A computer scientist and teacher, he has served as Head of ICT at Pearl of Africa Cambridge International School and is currently Principal of HEDEF Islamic Institute, which operates six branches across Uganda.
Through Wamala Cares and Face of Entebbe, he has supported the elderly, children, and vulnerable groups since 2017. His humanitarian efforts earned him a 2020 Starqt Awards nomination (South Africa) and the 2024 Africa Humanitarian Award Icon (Nigeria).
Politically, Wamala rose from Youth Leader to District Councilor and later chaired the Gender and Community Development Committee in Wakiso District.
As the NRM primaries draw closer, Wamala’s grassroots experience and development-focused agenda position him as a strong contender for Chairperson of Entebbe Division ‘A’.
