Prisons Service Announces Major Staff Reshuffle

The Uganda Prisons Service has undertaken a significant strategic reshuffle of its senior officers, citing the need to enhance professionalism and improve service delivery across the country.
In a press release dated December 1, 2025, the Commissioner General of Prisons announced a series of appointments, transfers, and leave arrangements affecting several senior personnel.
A key directive orders all 57 senior officers who recently completed the Intermediate Command & Staff Course (ICSC – 004/25) to return to their previous stations to resume their duties.
Key Appointments and Transfers
The most notable appointment is that of SP Peter Muheki, who upon completion of the command course, has been posted to Gulu as the new District Prisons Commander (DPC).
Other strategic moves include:
· ASP Dorous Polly Abalo transfers from Bushenyi Main Prison to take over as Officer in Charge at Sheema (Nyakashambya).
· SASP Benjamin Lodda Magoola, the outgoing Officer in Charge at Sheema, proceeds on accumulated leave.
· ASP Michael Byamukama moves from Tororo Main to become Officer in Charge at Nakisunga.
· ASP Peter Isingoma is transferred from Nakisunga to Mityana to serve as District Staff Officer.
· ASP Robert Sande has been appointed as the Deputy Officer in Charge at Tororo Main Prison.
Postings to Headquarters
Three officers have been posted to Upper Prisons (Headquarters) for duty:
· ASP Emmanuel Hiire (from Kakika)
· ASP Trevor Akwanya Alenyo (from Tororo Main)
· ASP Edmund Turihoahabwe (from Soroti Main)
The Senior Commissioner of Prisons, Frank Baine Mayanja, who is also the Service Spokesperson, stated that the changes take immediate effect. He directed all Regional and District Prisons Commanders to oversee the handover and takeover processes smoothly
“These postings are intended to optimize our human resource for better management and operational efficiency within the Uganda Prisons Service,” the release concluded.
