
ENTEBBE MUNICIPALITY ISSUES ULTIMATUM ON PROPERTY CLEANLINESS AND BEAUTIFICATION
The Entebbe Municipal Council has today issued a mandatory directive to all property owners, developers, landlords, and occupiers within the municipality, calling for immediate and comprehensive action to improve the appearance, frontages, cleanliness, and general beautification of the town.
In an official notice dated 16th June 2026, the Council emphasised that Entebbe, being one of Uganda’s most important urban centres and the country’s gateway to the world, must uphold the highest standards of orderliness and attractiveness. The notice stresses that the image of the municipality reflects on all residents and stakeholders, and it is therefore essential that every property owner plays their part in preserving and enhancing the beauty, cleanliness, and functionality of the town.
LEGAL FRAMEWORK
The directive is issued pursuant to relevant provisions of the Physical Planning Act, the Public Health Act, the Roads Act, the National Environment Act, the Local Governments Act, and other applicable laws and regulations. All property owners are required to comply without delay.
KEY REQUIREMENTS FOR PROPERTY OWNERS
- Maintenance and Improvement of Buildings and Property Frontages
· All buildings must be properly painted and maintained. Properties with faded, peeling, or deteriorating paint must be repainted without delay.
· External walls, fences, gates, and related structures must be kept in a good state of repair.
· Property frontages adjoining tarmac roads should be appropriately paved and maintained where applicable, while respecting road reserves and environmental regulations.
· Vacant plots must be properly fenced, maintained, and kept free from overgrown vegetation, rubbish, and any form of nuisance.
- Cleanliness, Waste Management, and Beautification
· Premises must be kept clean at all times, with proper solid waste management systems in place.
· Commercial premises are required to provide litter bins where appropriate.
· Compounds must be free from overgrown grass, illegal dumping, stagnant water, and any form of nuisance.
· Property owners are encouraged to enhance appearance through landscaping, planting flowers, maintaining gardens, and trimming hedges.
· Proper drainage and upkeep of areas surrounding properties must be ensured.
- Residential Properties
All residential property owners are equally expected to maintain clean compounds, keep buildings in good condition, control overgrown vegetation, and ensure proper waste disposal in accordance with the law.
INSPECTIONS AND ENFORCEMENT
The Municipal Council shall conduct routine inspections across the municipality to assess compliance with these requirements. Property owners who fail to comply within a reasonable period following this notice may be subject to enforcement measures and legal action in accordance with the applicable laws and regulations.
Any costs incurred by the Council in enforcing compliance may be recovered from the property owner as provided by law.

The Council has called upon all residents, businesses, institutions, and property owners to cooperate fully and take the necessary action to improve their properties and surroundings.
