SENIOR ENTEBBE MUNICIPAL OFFICIAL DETAINED OVER ALLEGED LAND FRAUD
The senior Assistant Town Clerk attached to Entebbe Municipal Council has been detained by the State House Anti-Corruption Unit (SH-ACU) to aid ongoing investigations into an alleged fraudulent transaction involving a property in Manyago Housing Estate, Entebbe Municipality.
The officer, Lutaaya Dan Fred, is being questioned over his alleged role in a scheme in which a group of brokers are suspected of having connived to fraudulently sell a house without the owner’s consent, resulting in the alleged loss of UGX 93 million by the buyer.
It is alleged that the property was presented to the buyer for sale, after which documents were processed to facilitate the transfer of the interest in the property. The transaction was later challenged when the person presented as the rightful owner reportedly denied selling the property or authorising the transfer.
Lutaaya is alleged to have issued a letter of no objection to the transfer of goodwill in the property and signed a sales agreement without the knowledge or authorisation of the Town Clerk, who is mandated to act on behalf of Entebbe Municipal Council.
Others alleged to have facilitated the fraudulent transfer include, Mpiima Enock Bulwa, an LC1 official, and Kasaija Aggrey, a broker, among others.
SH-ACU has reiterated that any person found culpable will be brought to justice in accordance with the law upon completion of investigations.
