
Dubai, UAE – July 27, 2025 — In an unexpected and remarkable encounter, Paul Owor, a parliamentary aspirant for Busiro South constituency in Uganda, had a casual street meeting with Dubai’s leader, His Highness Sheikh Mohammed bin Rashid Al Maktoum.
The two met on the streets of Dubai in what appeared to be an unplanned interaction. What stunned many observers was the lack of heavy security around Sheikh Mohammed, who is also the Vice President and Prime Minister of the United Arab Emirates, and the ruler of Dubai. The encounter highlighted the down-to-earth nature of the Emirati leader, who is known for his openness and accessibility to the public.

Photos circulating on social media show the two briefly taking a photo. Owor, a well-known entrepreneur and youth advocate, shared his admiration for the visionary leadership that has transformed Dubai into a global business hub.
