Lugoloobi told Parliament that 2,130,814 NINs had been linked to existing TINs out of 5,405,148 individual taxpayer records by 30 September 2026. He said both identifiers would remain usable during the transition.

Leader of the Opposition Joel Ssenyonyi (Nakawa Division West) questioned how approximately 10.4 million Ugandans he said remain unregistered with NIRA would be accommodated.
He also sought clarification on URA’s compliance with data protection requirements and the expiry of the Domestic Revenue Mobilisation Strategy.

Lugoloobi said URA has a data-sharing agreement with NIRA, but accessing taxpayers’ biometric details requires individual consent.
On bank accounts, he acknowledged that Parliament had not authorised the proposed access:
βYou have since refused to accept that but we shall continue coming until you allow us access your individual bank accounts.β

Lugoloobi said the updated Domestic Revenue Mobilisation Strategy would soon go to Cabinet.
Government has not announced a date for the full NIN transition. Parliamentary approval for access to individuals’ bank accounts remains outstanding.
