

Gen Kainerugaba, Russian Envoy Hold Talks to Strengthen Uganda–Russia Ties

ENTEBBE — The Chief of Defence Forces (CDF) of the Uganda People’s Defence Forces (UPDF), Gen Muhoozi Kainerugaba, on Monday held a high-level meeting with the Russian Ambassador to Uganda, H.E. Vladlen Semivolos, at the Special Forces Command Headquarters in Entebbe.

Discussions centered on enhancing the longstanding bilateral relations between Uganda and Russia, with both parties expressing satisfaction over the current level of cooperation and optimism for deeper collaboration in the future.
Gen Kainerugaba, who also serves as the Senior Presidential Advisor for Special Operations, hailed Russia’s historic solidarity with Africa, particularly during the continent’s struggle against colonial rule, and appreciated Moscow’s consistent support and respectful partnership with Uganda.
Ambassador Semivolos praised the existing military and technical cooperation between the two countries, noting that Uganda–Russia relations remain strong and promising.
The meeting comes months after Gen Kainerugaba’s official visit to Moscow in May and follows an uptick in diplomatic and military engagements between Kampala and Moscow, building on decades of strategic cooperation.
