
UCC Cracks Down on Illegal Public Wi-Fi Providers to Protect Consumers and Digital Security

Kampala, Uganda – As internet access expands across Uganda, the Uganda Communications Commission (UCC) has announced a targeted enforcement operation against unlicensed operators offering unauthorized public Wi-Fi hotspot services.
Under the Uganda Communications Act, Cap 103, the UCC is mandated to regulate the country’s communications sector, which encompasses telecommunications, broadcasting, radio communication, postal services, data communication, and related infrastructure.
While the rapid growth of internet connectivity has spurred new business ventures and increased access for Ugandans, the Commission warns that providing public internet services without proper licensing violates national laws and poses serious risks to consumers.
The Risks of Unlicensed Operations
UCC officials noted that illegal installations of telecommunications equipment for Wi-Fi services compromise the integrity of critical communications infrastructure. These unregulated operators expose consumers to:
· Unreliable and poor-quality service
· Potential data privacy violations
· Increased vulnerability to cyber threats
· Limited or no recourse for complaints
Licensing: More Than Just Permission
According to the Commission, licensing internet service providers goes beyond granting operational permission. Licensed ISPs must adhere to strict quality standards, safeguard consumer information, provide robust customer support, and comply with cybersecurity regulations—all of which unlicensed operators ignore.
Enforcement Action
The UCC, in collaboration with licensed Internet Service Providers (ISPs), telecom operators, and relevant government agencies, is now carrying out enforcement measures against illegal public Wi-Fi providers.
The initiative aims to ensure all public internet service providers operate within the established legal framework and uphold the same standards of accountability and reliability that licensed providers follow.
Call to Regularize or Cease Operations
Individuals and businesses currently offering unsanctioned internet services are urged to regularize their operations promptly or cease services altogether.
Advice to Consumers
The UCC encourages consumers to seek internet services only from licensed providers or their authorized agents to guarantee security and reliable support. Consumers can verify a provider’s licensing status by checking the official list of licensed ISPs on the UCC website: ucc.co.ug
