
Muhoozi Appoints Basaliza Deputy Director Mobilization, Recognizes Entebbe Mayor Rulinda in PLU Restructuring

The Patriotic League of Uganda (PLU) continues to solidify its grassroots structures, with Chairman and CDF General Muhoozi Kainerugaba announcing key appointments and recognitions effective immediately.
In a major administrative move, Owek. Henry Basaliza Mutegeki has been appointed as the new Deputy Director of Mobilization for the league. The appointment, confirmed by the Chairman’s office, places Mutegeki at the forefront of the league’s nationwide outreach and membership expansion strategy. His role will be pivotal in coordinating regional coordinators and driving the PLU’s civic engagement agenda.
Separately, the league has recognized Fabrice Rulinda, the Mayor of Entebbe Municipality, for his outstanding service and loyalty to the movement. Mayor Rulinda has been formally awarded the Patriotic Officer Number P0099, a designation that underscores his active role within the league’s hierarchy and his contribution to the PLU’s vision in the greater Kampala metropolitan area.
The official awarding of the Patriotic Officer Number was executed under the directive of General Muhoozi Kainerugaba, who has been personally overseeing the league’s membership coding system to ensure transparency and traceability within its ranks.
These changes come as the PLU ramps up its mobilization efforts ahead of upcoming political activities, signaling a renewed focus on disciplined leadership and local government integration.
