
Government Cracks Down on Illegal Encroachments on Road Drainages
KAMPALA – The Ministry of Works and Transport (MoWT) has announced the immediate commencement of enforcement operations to remove all illegal business structures erected on road drainage channels across the country’s highways.
In a public notice issued on September 9th, 2025, the Ministry reminded the public that trading or conducting any business on road drainage structures within the road reserves is both illegal and unacceptable. This prohibition is firmly established under Sections 15 and 16 of the Roads Act, 2019, with penalties for non-compliance outlined in Section 65 of the same act.
The Ministry highlighted the severe consequences of such encroachments, which include blocking water flow, weakening road surfaces, and significantly increasing the risk of flooding, especially during the current rainy season. These activities damage critical road infrastructure and pose a direct threat to the safety of all road users and surrounding communities.
The enforcement campaign will begin this month, starting with major highways including:
· Gayaza-Kalagi
· Busega-Bujjuuko
· Kawempe-Bombo
· Nakawa-Kireka-Bweyogerere
· Nansana-Kakiri
The operations will subsequently expand to other highways nationwide. The Ministry has strongly urged all affected traders who have erected platforms, stalls, or shelters over drainage channels to vacate these areas voluntarily before the enforcement teams move in.
Permanent Secretary Bageya Waiswa called for public cooperation, stating, “Let us work together to protect our roads, ensure safety, and reduce flooding risks during this rainy season.”
