
COSASE Summons CID Officer Over Missing KCCA Weighing Scales Allegedly Found in Rwanda

The Chairperson of the Committee on Commissions, Statutory Authorities and State Enterprises (COSASE), Hon. Medard Lubega Sseggona, has summoned the Criminal Investigations Department (CID) officer attached to the Kampala Capital City Authority (KCCA) to provide answers over the mysterious disappearance of weighing scales procured by the Authority.
The summons, issued through KCCA’s Director of Legal Affairs, Mr. Frank N. Rusa, follows disturbing reports indicating that the weighing scales, which were meant for use within Kampala, have instead been traced to Rwanda.
Hon. Sseggona expressed deep concern over the incident, terming it a possible case of procurement fraud or gross negligence. He said Parliament will leave no stone unturned in uncovering how the equipment, purchased using public funds, ended up across the border.
“This raises serious questions of accountability and supervision within KCCA’s procurement and asset management systems,” Sseggona stated during the committee session. “The CID officer, being part of the oversight and investigations arm within KCCA, must explain the trail of these assets and who is responsible.”
The Director of Legal Affairs, Mr. Rusa, is expected to facilitate the appearance of the CID officer before COSASE in the coming days.
The committee is also considering summoning top KCCA officials from the procurement, logistics, and finance departments to provide documentation related to the acquisition and distribution of the weighing scales.
This development adds to growing concerns over asset mismanagement and alleged corruption within several government agencies, as COSASE intensifies efforts to enhance transparency and protect public resources.
