

KAMPALA – In a significant political shift, the National Unity Platform (NUP) has denied its ticket to the incumbent Deputy Speaker of Kampala Capital City Authority (KCCA), Councillor Nasur Masaba, opting instead for a fellow party loyalist, Julius Katongole, popularly known as Mumiransanafu.
The decision has left Masaba devastated and struggling to come to terms with the outcome, according to sources close to him. He had been actively campaigning among friends and fellow councilors with the ambition of becoming the next KCCA Speaker, a plan that has now been derailed.
Exclusive reports reveal that the primary reason for Masaba’s dismissal was his perceived association with high-ranking government and military officials. He was frequently seen at Bombo Military Barracks and moving closely with top state figures—individuals the opposition party accuses of being responsible for the torture and harassment of its supporters.
This connection was deemed irreconcilable with the party’s values and a significant security concern. It is understood that upon learning of these associations, NUP President Robert Kyagulanyi (Bobi Wine) personally directed the party’s electoral officials to remove Masaba’s name from the list of approved candidates for the upcoming Lord Councillor elections.
In contrast, his replacement, Julius Katongole, is described as a “very loyal party foot soldier” who has diligently built his political base over the years. His consistent presence on the ground in Rubaga Division, actively engaging in community work and documenting his efforts on social media, has earned him widespread popularity. His attendance at virtually every party function solidified his reputation as a dedicated member, ultimately making him the preferred choice for the party ticket.
The move signals NUP’s intent to tighten discipline and ensure its representatives maintain a clear distance from the state apparatus it frequently criticizes. It remains to be seen if Masaba will attempt to run as an independent candidate or accept the party’s decisive verdict.
