
Electoral Commission Issues Guidance on Payment of Nomination Fees for Parliamentary Elections
KAMPALA, Uganda – October 13, 2025 – The Electoral Commission (EC) of Uganda has released a detailed notice guiding all prospective candidates for the forthcoming Parliamentary Elections on the mandatory procedure for paying the nomination fee.
In an official communication dated October 8, 2025, and signed by the Ag. Secretary, Mr. Kamugisha Rieahrd Baabo, the Commission announced that each candidate must submit proof of payment of a non-refundable nomination fee of Uganda Shillings Three Million (UGX 3,000,000/-). This payment is a prerequisite for the nomination papers to be accepted.
To streamline the process and avoid potential hiccups, the EC has mandated a specific payment channel. All fees must be paid to the Uganda Revenue Authority (URA) through any bank authorized to collect Non-Tax Revenue (NTR). The Commission has explicitly warned aspirants against making payments to District or City Administration accounts.
Step-by-Step Payment Procedure
Prospective candidates are required to adhere to the following steps to complete their payment successfully:
- Access URA Portal: Visit the Uganda Revenue Authority website at www.ura.go.ug.
- Initiate Payment: On the homepage, navigate to the bottom left corner and click on the “Make a Payment” icon.
- Generate Payment Slip: Select “Generate Payment Slip,” confirming the default payment type (DT).
- Select Category: Under ‘Payment Category,’ choose “Other NTR” and proceed to fill in taxpayer details.
- TIN or Manual Entry: Individuals with a Tax Identification Number (TIN) can enter it for automatic population of their details. Those without a TIN must manually enter their full name and complete all mandatory location fields, including District/City, County/Municipality, Sub-county, Parish, and Village.
- Crucial Agency Selection: From the Ministry/Department/Agency drop-down list, it is imperative to select Electoral Commission to ensure the payment is correctly allocated.
- Specify Fee Type: Under ‘Sub-category,’ select “Nomination Fees,” and under ‘Tax Head,’ choose Parliamentary Candidate.
- Verify Amount: The system will automatically display the amount of UGX 3,000,000. Candidates must verify all details and complete a captcha verification.
- Obtain PRN: A unique Payment Registration Number (PRN) will be generated. This must be printed or noted down and presented at an authorized bank for payment. The bank will then issue a payment receipt.
- Collect Official Receipt from EC: The bank-issued receipt must be presented at the Electoral Commission Headquarters (Cashier’s Office) to obtain the official General Receipt, which serves as the final proof of payment.
Option for Aspirants Outside Kampala
Recognizing that some aspirants may not be able to travel to the EC Headquarters in Kampala, the Commission has provided an alternative. Such individuals can present the Bank Payment Slip containing the PRN to their respective District Election Administrator. The Administrator will then verify the payment with the EC headquarters and facilitate the issuance of the General Receipt.
The EC has urged all intending candidates to “strictly follow the prescribed payment procedure to ensure a smooth nomination process and avoid any inconveniences.”
