
Minister Balaam Defends Freedom of Speech, Calls for Dialogue Amidst Online Clashes

Minister of State for Youth and Gender Affairs, Hon. Balaam Barugahara, has reaffirmed the government’s commitment to protecting freedom of speech while urging Ugandans to use the internet responsibly.
Speaking in response to recent public debates and social media exchanges involving Mr. Tamale Mirundi Junior, Hon. Balaam said, “As Minister of State in charge of Youth Affairs, you are safe from arrest when speaking the truth for the good of our country and the younger generation. Our Constitution guarantees freedom of speech.”
He expressed confidence in the country’s legal and judicial system, citing key government officials including the Senior Attorney General Hon. Kiryowa Kiwanuka, CID Director Mr. Tom Magambo, Director of Public Prosecutions Justice Jane Frances Abodo, and Justice Minister Hon. Norbert Mao as steadfast defenders of constitutional rights.
“They will not allow any form of persecution for speaking the truth. As government, it is our duty to defend the truth, not suppress it with money or power,” the Minister added.
However, he emphasized the importance of responsible internet use, warning against the misuse of digital platforms for spreading hate or inciting divisions.
In a reconciliatory gesture, Minister Balaam also acknowledged his personal friendship with Madam Juliet Zawedde and promised to reach out to her in an effort to foster dialogue and resolve any ongoing misunderstandings.
“For God and Our Country,” he concluded, affirming his commitment to national unity, youth empowerment, and the preservation of democratic values.
