Musenero: Kampala Storage Terminal to Strengthen Uganda’s Energy Security
MPIGI, UGANDA — The Minister of Energy and Mineral Development, Hon. Dr. Monica Musenero Masanza, has described the Kampala Storage Terminal (KST) as a critical investment in strengthening Uganda’s energy security and building a more resilient petroleum products supply system.
Speaking at the groundbreaking ceremony for the terminal in Namwabula, Mpigi District, Hon. Musenero said the project goes beyond increasing storage capacity, providing Uganda with infrastructure to maintain strategic petroleum stocks and respond to potential supply disruptions and international market shocks.
The KST is expected to provide approximately 320 million litres of petroleum products storage capacity. Government is also upgrading the Jinja Storage Terminal from 30 million to about 40 million litres, bringing the total storage capacity under Government and UNOC management to approximately 360 million litres upon completion.
Hon. Musenero said the terminal will be integrated into Uganda’s wider petroleum infrastructure, including planned pipeline connections from Eldoret, Kampala–Kigali and Hoima–Buloba, the latter linking the terminal to the planned Uganda Refinery.
She said Government is also planning three regional petroleum products storage facilities to bring strategic stocks closer to different parts of the country, while exploring additional supply routes through Lake Victoria.
The Minister noted that the terminal will require supporting infrastructure, including a dedicated road connection to the Mpigi Expressway, a planned 33KV electricity line, reliable ICT connectivity, water supply and railway connectivity.
She said the facility is expected to handle approximately 450 fuel trucks per day once operational and will create direct and indirect employment opportunities while supporting businesses in Mpigi and surrounding areas.
Hon. Musenero also called for proper land-use planning around the terminal to safeguard its operations, particularly given the proximity of a planned waste disposal site.
She commended the Ministry, Uganda National Oil Company and other stakeholders for advancing the project, saying the terminal, together with the Jinja facility, planned regional storage facilities, refinery and pipeline network, will form part of an integrated petroleum infrastructure system supporting Uganda’s energy security, supply resilience and regional trade.
