
NRM’s Minsa Kabanda Wins Kampala Central Parliamentary Seat
KAMPALA — The Electoral Commission has declared National Resistance Movement (NRM) candidate Minsa Kabanda as the Member of Parliament-elect for Kampala Central Constituency for the 2026-2031 term.
Kabanda, who currently serves as the Minister for Kampala Capital City Affairs, defeated her main challenger, the opposition National Unity Platform’s (NUP) David Lewis Rubongoya, as well as independent candidates Moses Muhangi and Abraham Luzzi.
In her victory statement, Kabanda described the win as “a sign of genuine support” from the constituents.
Independent candidate Abraham Luzzi publicly conceded defeat, congratulating Kabanda and urging for calm. NTV Uganda reported the concession on social media, stating: “Abraham Luzzi has conceded defeat in the Kampala Central MP race, congratulating NRM’s Minsa Kabanda on her victory.”
However, the result has been met with immediate skepticism from many NUP supporters online. They have rejected the outcome as implausible, citing earlier voting trends that appeared to favour Rubongoya and raising concerns about possible electoral irregularities. As of the announcement, no formal statement had been issued by Rubongoya or senior NUP party leaders.
The victory is politically significant as Kampala Central has long been considered an opposition stronghold. Kabanda’s win marks a notable push by the ruling NRM into urban areas, which have traditionally been opposition bastions. The declaration comes amid the ongoing tally of results from the 2026 general elections across Uganda.
