
Uganda’s Military Chief Warns Against Electoral Violations Ahead of 2026 Polls
KAMPALA, December 15 – The Chief of Defence Forces, General Kainerugaba Muhoozi, has issued a stern warning to voters and political actors against contravening electoral guidelines, emphasizing that security forces will act swiftly against anyone attempting to cause trouble during the 2026 general elections.
The General made the remarks on Sunday during a pipping ceremony for promoted senior officers at the Ministry of Defence Headquarters in Mbuya, Kampala.
In his address, Gen. Muhoozi underscored the importance of adherence to the Electoral Commission’s regulations and peaceful conduct. He specifically cautioned voters against loitering at polling stations after casting their ballots.
“We strongly urge all political actors during this electoral season to abide by the Electoral Commission guidelines and cooperate fully with security forces for the safety of all,” he stated. “We appeal to citizens to cast their votes peacefully and go home, not hang around polling stations.”
He followed with a clear deterrent message: “Those who try to cause trouble, as I’ve heard some people proclaim, will be dealt with swiftly and with all the tools at our disposal and in accordance with the law.”
The military chief sought to reassure the public about the integrity of the upcoming process, noting that multiple layers of oversight would be in place. “There’ll be enough scrutiny (agents, media, observers) to ensure the election process is transparent, and credible,” he added.
Gen. Muhoozi’s directive aligns with the official Electoral Commission guidelines, which advise voters to leave polling stations after voting. However, it stands in contrast to the strategy promoted by various opposition groups, which have consistently urged their supporters to remain and “guard their votes” to prevent alleged tampering.
The statement sets a firm tone from the security apparatus nearly two years before the polls, highlighting the potential for tension between the enforcement of public order regulations and opposition-led voter protection efforts.
