Iryna Zarutska was killed on August 22nd. The suspect, 35-year-old Decarlos Brown Jr., was taken into custody and charged with her murder. An investigation revealed that Brown has over a dozen prior arrests for violent crimes. Despite this lengthy record of felonies and known mental health issues, judges had repeatedly released him back onto the streets prior to this incident.
