
Government Suspends Major Road Projects Including Kampala–Jinja Highway Over Funding Gaps
Kampala, Uganda | July 30, 2025 — The Ugandan government has announced the suspension of several major road infrastructure projects, including the much-anticipated Kampala–Jinja Expressway, due to significant funding shortfalls.
According to Minister of Works and Transport, Gen. Edward Katumba Wamala, the government has only managed to release UGX 462 billion out of the UGX 1.3 trillion owed to road contractors. The funding deficit has severely hampered progress on key national projects, forcing authorities to put some of them on hold.
“The situation is critical. We are currently grappling with a huge financing gap, which has left contractors unpaid and unable to proceed with the scheduled works,” Gen. Katumba Wamala said in a statement.
Among the affected projects is the Kampala–Jinja Highway, a flagship initiative expected to improve traffic flow and boost trade along Uganda’s eastern corridor. Its suspension is likely to cause delays in regional connectivity and economic development plans.
The Works Ministry is now engaging the Ministry of Finance and other stakeholders to find alternative financing mechanisms to resume the projects.
The Kampala–Jinja Expressway is a key part of Uganda’s strategic infrastructure development under Vision 2040. Its halt is expected to affect thousands of jobs and disrupt ongoing urban development efforts.
Government officials have urged patience from the public and assured that once funds are secured, work on the suspended projects will resume.
