UGANDA AIRLINES SET FOR MAJOR FLEET EXPANSION WITH UGX 1.7 TRILLION SUPPLEMENTARY BUDGET REQUEST
PARLIAMENT, KAMPALA – The Ministry of Works and Transport has tabled a massive supplementary budget request of UGX 1.696 Trillion, a significant portion of which is earmarked for the landmark acquisition of 10 new aircraft for the national carrier, Uganda Airlines.
The revelation was made by the Minister for Works and Transport, Gen. Katumba Wamala, during an appearance before Parliament’s Budget Committee on Monday, 1st December 2025.
According to the Minister, the fleet expansion plan involves a mix of passenger and cargo aircraft. Uganda Airlines is procuring four mid-range or narrow-body Airbus aircraft, four wide-body Boeing planes, and two Boeing-converted freighters dedicated to cargo operations.
“The supplementary budget is to cater for the projected initial requirements for the aircraft purchase for this financial year 2025/2026,” Gen. Katumba told the committee.
A detailed breakdown of the UGX 422.264 Billion allocated for the initial aircraft purchase within the larger supplementary request was provided. The funds will cover two critical pre-delivery payment installments.
“It includes pre-delivery payments at purchaser agreement signature amounting to UGX 247.019 Billion and sharing UGX 275.245 Billion for the pre-delivery payment that will be required in January 2026 from both manufacturers Boeing and Airbus,” the Minister elaborated.
The committee was considering the supplementary schedule ahead of its tabling for debate and approval in Parliament’s plenary sitting scheduled for Tuesday, 2nd December 2025.
If approved, this move will mark the single largest strategic investment in the revitalized Uganda Airlines since its relaunch, significantly boosting its fleet size and composition to enhance its regional and international route network and cargo capacity.
