
Uganda Revenue Authority Launches New Tax Compliance Strategy for FY 2026/27
The Uganda Revenue Authority (URA) has announced the commencement of the implementation of the Domestic Taxes Taxpayer Compliance Risk Management Strategy and Compliance Improvement Plan for the Financial Year 2026/27.
In a public notice released today, URA stated that the new strategy is designed to promote voluntary tax compliance, address emerging compliance risks, and support a fair, transparent, and efficient tax administration system.
A Data-Driven Approach
According to the notice, the Strategy adopts a data-driven and risk-based approach. URA will utilize taxpayer information, transactions, sector trends, and other lawful data to identify compliance gaps and determine appropriate interventions. This move aims to ensure fair and efficient tax administration across the board.
Compliance Improvement Focus
A key instrument for implementing the Strategy is the Compliance Improvement Plan (CIP) for FY 2026/27. The CIP translates identified compliance risks into targeted interventions. The plan will focus on improving registration, filing, declaration, payment, and reporting compliance.
Specific areas of focus include:
· Formalisation and registration of taxable businesses and activities.
· Timely and accurate filing and declaration of taxes.
· Accurate reporting of sales, income, and taxable transactions.
· Tax payment and management of outstanding obligations.
· Compliance with the Electronic Fiscal Receipting and Invoicing Solution (EFRIS), including registration of applicable non-VAT taxpayers in the 12 gazetted sectors.
· Compliance with Digital Tax Stamps (DTS) requirements.
· Addressing tax evasion, avoidance, abuse, and systemic exploitation.
· Sector-specific compliance interventions.
· Targeted taxpayer education and support.
What Taxpayers Should Do
URA is urging taxpayers to take specific steps to ensure compliance and avoid penalties. The authority encourages taxpayers to:
- Ensure proper registration and promptly update taxpayer information.
- File complete and accurate returns on time.
- Declare all taxable income, sales, and transactions.
- Issue and maintain appropriate fiscal documents.
- Comply with EFRIS and DTS requirements, where applicable.
- Pay taxes within the prescribed time.
- Maintain proper books and supporting records.
- Respond promptly to URA compliance communications and seek clarification where necessary.
Public Outreach and Education
Alongside the enforcement of the new strategy, URA continues its efforts to engage the public, particularly the youth. As noted in recent updates, the authority is partnering with “The Ultimate University Quiz” to share tax information in an entertaining format.
