
UTB Issues Stern Warning to Tour Operators Over Illegal Labour Recruitment
KAMPALA, Uganda – The Uganda Tourism Board (UTB) has issued a formal directive barring all tour and travel companies from engaging in labour recruitment or export agency activities, warning that violators will face sanctions.
In a public notice released over the weekend, UTB reminded operators that such practices contravene the Employment (Recruitment of Ugandan Migrant Workers) Regulations No. 47 of 2021.
“This is to formally notify all tour operators and travel agencies to cease and desist from undertaking recruitment agency services with immediate effect,” the board stated.
According to the notice, only companies licensed by the Ministry of Gender, Labour and Social Development are authorised to offer recruitment services.
Tour and travel firms must operate strictly within the scope of their UTB-issued tourism licences, as outlined in the Uganda Tourism Act.
UTB warned that any tourism enterprise or shareholder found engaging in unauthorised recruitment will face “appropriate sanctions.
”The public has been advised to deal exclusively with UTB-licensed tourism enterprises, a full register of which is available on the official UTB website: www.utb.go.ug.
“Engage such companies strictly for tourism-related services,” the notice added.
