
Bank of Uganda Was Never Consulted on Sovereignty Bill, Governor Admits
Parliament — Bank of Uganda Governor Michael Atingi-Ego has admitted before Parliament that the central bank was never consulted by the agencies behind the drafting of The Protection of Sovereignty Bill, 2026.
The admission came while Atingi-Ego appeared before the Joint Committee of Defence and Internal Affairs and the Legal and Parliamentary Affairs Committee to present the Central Bank’s views on the controversial Bill.

The Governor’s remarks were in response to questions raised by Jonathan Odur (Erute South) and Abdu Katuntu (Bugweri County), who sought clarification on whether Bank of Uganda was consulted before the drafting and tabling of the Bill before Parliament.
Odur asked, “My question is, did you get opportunity to advise government on the monetary implications of this shift regarding this bill? In other words, how have you interacted with the executive, particularly touching what you have presented to us and how did they, if that opportunity was there, what feedback did you get from the executive?”
In response, Atingi-Ego confirmed that the central bank had not been consulted by the agencies behind the Bill.
The revelation prompted Members of Parliament to criticise Government for what they described as the ugly and confused manner in which the Bill has been handled.
