
146-Year Wait for RDC Offices Unless UGX 2.8Bn Secured, President’s Office Warns
The Office of the President has appealed to Parliament for an additional UGX 2.8 billion to construct office accommodation for Resident District Commissioners (RDCs), warning that without the funds, the project could take 146 years to complete at its current pace.
The request was made on March 31, 2026, by Sadat Kisuyi, Assistant Commissioner for Finance and Planning in the Office of the President. Appearing before the Presidential Affairs Committee during the scrutiny of the 2026/27 Ministerial Policy Statement, Kisuyi outlined critical challenges hindering the institution’s operations, with the RDC office construction project standing out as a pressing concern.
He informed the committee that the current rate of funding for the project is so minimal that completing office blocks for all RDCs across the country would extend well into the next century if no additional resources are availed.
“If the funds aren’t availed, it will likely take Uganda 146 years to complete the construction of offices for all RDCs, given the rate this project is being funded,” Kisuyi warned lawmakers.
The Office of the President is seeking the UGX 2.8 billion supplementary to accelerate the project, which aims to provide proper workspace for RDCs—officials who serve as the president’s representatives in districts across the country. Proponents of the funding argue that adequate office accommodation is essential for the RDCs to effectively coordinate government activities and monitor service delivery at the local level.
The Presidential Affairs Committee is expected to consider the request as part of its ongoing review of the ministry’s budget estimates for the upcoming financial year.
