
Ministry Unveils Digital Transformation Priorities for FY 2026/2027 Before Parliament
Kampala, Uganda – April 2, 2026 – The Ministry of ICT and National Guidance today appeared before Parliament’s Committee on ICT to present its Ministerial Policy Statement for the 2026/2027 financial year, outlining a bold strategic direction anchored in the National Development Plan IV (NDP IV), the Tenfold Growth Strategy, and the NRM Manifesto.
Leading the Ministry team, Hon. Kabbyanga Godfrey Baluku detailed key programme priorities aimed at accelerating Uganda’s digital transformation agenda and positioning ICT as a critical enabler for socio-economic transformation and inclusive growth.
Key Priorities for the Coming Year
Among the flagship interventions outlined before the committee were:
· Automation and service rollout: Full digitization and deployment of services across Government agencies to enhance efficiency and improve service delivery for citizens.
· Infrastructure expansion: Continued development of the National Backbone Infrastructure and last-mile connectivity to bridge the digital divide, particularly in underserved areas.
· Broadening information access: Establishment of additional Digital Terrestrial Television (DTT) sites alongside deployment of Direct-to-Home (DTH) services to widen access to information nationwide.
· Digital literacy: Scaling up training programmes to empower citizens with relevant digital skills.
· Supporting local innovation: Promoting and marketing homegrown solutions to strengthen Uganda’s innovation ecosystem.
· Cybersecurity and data protection: Strengthening national cybersecurity resilience to safeguard critical systems, while enforcing the Data Protection and Privacy Act to build trust in the digital ecosystem.
Strategic Importance
Hon. Baluku emphasized that these interventions are essential for harnessing ICT as a driver of inclusive growth. The committee commended the Ministry’s alignment with national development frameworks and called for swift implementation of the proposed programmes.
The Ministerial Policy Statement now awaits further review and approval as part of the broader budget process for the upcoming financial year.
