
UCC Sets Election Guidelines, Updates on Starlink Licensing as 2026 Polls Approach
As Uganda prepares for the 2026 general elections, the Uganda Communications Commission (UCC) has issued a stern reminder to media houses on professional coverage and addressed the ongoing regulatory process for Starlink internet services.
Speaking to the media, the UCC Executive Director underscored the pivotal role of broadcasters in maintaining national stability. He emphasized that professionalism, accuracy, and patriotism are non-negotiable for media during the electoral period, warning against sensationalism that could inflame tensions.
“Words hold power to either calm or inflame the nation,” he stated, urging media to inform the public with balance.
To safeguard public order, the UCC reiterated several key directives:
· A ban on the live streaming of riots or unlawful assemblies.
· Zero tolerance for hate speech and incitement to violence.
· The exclusive mandate of the Electoral Commission to declare official election results.
In a parallel update on the nation’s digital landscape, the official addressed the licensing status of Starlink Global Internet Services Ltd. He confirmed that while Uganda maintains a technology-neutral licensing regime to encourage innovation, all operators must comply with national law.
“The licensing process for Starlink Global Internet Services Ltd is still ongoing until all regulatory conditions are fulfilled,” he clarified. He acknowledged Starlink’s recent cooperation in deactivating illegal user terminals in the country as engagement between the regulator and the company continues.
With the proliferation of misinformation online, the UCC head also turned to public responsibility. He cautioned citizens against the indiscriminate sharing of unverified content, noting that “once you share it, you’re responsible for it.”
“Fake news erodes trust across the nation,” he said, encouraging all Ugandans to verify information before sharing. He called for the use of digital platforms to promote positive national growth.
The UCC’s overarching aim, he concluded, is to ensure a fair, predictable, and equitable regulatory framework. He appealed to journalists, technology providers, and citizens alike to act responsibly to secure both the electoral process and Uganda’s digital future.
