
African Union Reaffirms Support for Somalia’s Sovereignty, Rejects Recognition of Somaliland
The Chairperson of the African Union Commission, H.E. Mahmoud Ali Youssouf, has issued a firm statement rejecting any recognition of Somaliland as an independent state and reiterating the bloc’s unwavering commitment to the unity and sovereignty of Somalia.
The statement, released on Friday, expressed “deep concern” over recent developments regarding Somaliland, a region in northwestern Somalia that has functioned as a self-declared republic since 1991 but lacks international recognition.
Chairperson Youssouf unequivocally reaffirmed the AU’s longstanding position, which is grounded in the foundational principle of respecting borders inherited at independence. This principle, known as uti possidetis juris, was solidified by the Organization of African Unity (OAU) in 1964 and remains a cornerstone of the AU’s Constitutive Act.
“The Chairperson of the Commission firmly rejects any initiative or action aimed at recognizing Somaliland as an independent entity, recalling that Somaliland remains an integral part of the Federal Republic of Somalia,” the statement reads.
It further warns that any attempt to undermine Somalia’s unity, sovereignty, and territorial integrity “runs counter to the fundamental principles of the African Union and risks setting a dangerous precedent with far-reaching implications for peace and stability across the continent.”
The statement concludes with a reiteration of the AU’s full support for the efforts of the Somali federal government to consolidate peace, strengthen state institutions, and advance inclusive governance.
Background and Context
Somaliland declared independence from Somalia following the collapse of the central government in 1991.While it has maintained relative stability, developed its own government institutions, and held democratic elections, no UN member state has formally recognized its sovereignty. The AU’s statement reinforces the consistent diplomatic stance of the continental body and its member states, which prioritize territorial integrity as a key pillar for stability in Africa.
