Ottawa, ON — In a historic move, Prime Minister Mark Carney announced today that Canada will formally recognize the State of Palestine at the 80th Session of the United Nations General Assembly in September 2025. The decision marks a significant shift in Canada’s Middle East policy, emphasizing the urgent need for a two-state solution amid escalating regional tensions.
A Shift in Policy
Canada’s recognition is conditioned on the Palestinian Authority (PA) implementing key reforms, including governance restructuring, holding elections in 2026 (excluding Hamas), and demilitarization. Prime Minister Carney cited the erosion of peace prospects due to Hamas’ terrorism, Israeli settlement expansion, and the humanitarian crisis in Gaza as reasons for the policy change.
“The deepening suffering of civilians leaves no room for delay,” Carney stated, calling for coordinated international action to support peace and dignity for both Israelis and Palestinians.
Key Conditions and Commitments
- The PA must reform governance and hold elections without Hamas participation.
- Hamas must release all hostages, disarm, and be excluded from future governance.
- Canada reaffirmed Israel’s right to exist in peace and security.
Humanitarian and Diplomatic Efforts
Canada has pledged over $340 million in aid for Gaza, including $30 million for civilians and $10 million to stabilize the West Bank. The government will work with allies on a credible peace plan and governance framework for Palestine.
International Reaction
The announcement is expected to draw mixed responses, with some allies applauding the move as a step toward peace, while others may criticize it as premature. Carney emphasized that Canada remains committed to Israel’s security while advocating for Palestinian self-determination.
“A just and lasting peace requires both a secure Israel and a viable Palestinian state,” he said.
The decision sets the stage for a contentious debate at the UN General Assembly next year, as Canada joins a growing number of nations recognizing Palestinian statehood.
