
Mawogola North MP Candidate Aine Godfrey Kaguta’s Academic Credentials Challenged in Legal Query to UNEB

Kampala, Uganda – A legal challenge has been mounted against the academic qualifications of Mr. Aine Godfrey Kaguta, a nominated candidate for Member of Parliament for Mawogola North Constituency, raising serious questions about the nomination process and the authenticity of the documents he submitted.
The law firm, Kampala Associated Advocates (KAA), acting for Mr. Tumwebaze Jet John Ndamagi—a rival candidate in the same race—has formally written to the Executive Director of the Uganda National Examinations Board (UNEB), Mr. Dan N. Odongo, demanding clarity and the release of Mr. Aine’s original academic certificates.
The dispute stems from the nomination process conducted by the Electoral Commission of Uganda. According to the law firm’s letter dated November 3, 2025, Mr. Aine was nominated without submitting his original Uganda Certificate of Education (UCE) or Uganda Advanced Certificate of Education (UACE) certificates. Instead, he allegedly relied solely on two verification letters from UNEB, dated October 8, 2025, which the Electoral Commission provided to Mr. Tumwebaze upon his request.
KAA’s letter highlights a critical anomaly: “The question is what results/certificates was UNEB verifying?” given that the actual certificates were not presented to the Electoral Commission.
Specific Academic Concerns Raised
Upon reviewing the UNEB verification letters, the lawyers identified what they term “understandable” and concerning academic performance issues:
· At the UCE level, Mr. Aine reportedly failed both Christian Religious Education (CRE) and History, scoring F9s in both subjects.
· Despite these failures, he then offered the same two subjects—CRE and History—as part of his three principal subject combinations at the UACE level.
· At UACE, he “understandably” failed both subjects again, scoring F9 in both CRE papers and F9 in all three History papers.
Based on this, the lawyers have asked UNEB to clarify a key regulatory point: “whether a student who fails two subjects at UCE with F9s can be allowed to offer the same two subjects… at UACE as part of a 3 subject combination.” They have also requested UNEB to provide the official guidelines on this matter.
Legal and Political Ramifications
Citing Article 41 of the Constitution of Uganda and the Access to Information Act, the law firm is demanding certified copies of Mr. Aine’s PLE, UCE, and UACE certificates. Notably, they state that “Mr. Aine is standing for a public office, he has waived his right to privacy under the Data Protection and Privacy Act.”
The situation poses a significant problem for the Electoral Commission, as it suggests a candidate may have been nominated based on unverified or incomplete documentation. The issue is particularly sensitive given that Mr. Aine Godfrey Kaguta is the brother of President Yoweri Kaguta Museveni, adding a layer of political intensity to the parliamentary campaign in Mawogola North.
The law firm has urged UNEB to expedite its response so that their client can “advise on the next legal redress available in the circumstances.”
This development promises to make the Mawogola North parliamentary race one of the most closely watched and potentially contentious in the ongoing elections, placing both the candidate’s academic history and the Electoral Commission’s nomination procedures under intense public scrutiny.
