
KAMPALA – September 10, 2025 – The Ministry of Works and Transport (MoWT) has officially announced the start of a long-awaited exercise to return residue land titles to individuals affected by national road projects.
In a public notice issued today and signed by the Permanent Secretary, Mr. Bageya Waiswa, the Ministry apologized for the delay and invited all Project Affected Persons (PAPs) whose land titles are still in government custody to come forward and collect them.
The process will begin with property owners along the Kampala Northern Bypass. Affected individuals whose land was acquired by the former Uganda National Roads Authority (UNRA) are requested to report to the Ministry’s field offices in Kyambogo, located opposite the former Face Technologies Ltd.
The collection and verification exercise is scheduled to run from Thursday, September 11th, to Monday, September 15th, 2025, during official working hours. All individuals are advised to carry their National Identification Cards for the process.
According to the notice, this initiative for the Northern Bypass is just the first phase. The Ministry plans to roll out the programme nationwide to cover all affected land owners along various completed road projects. Future communications will specify the dates for other road corridors.
The Ministry expressed its appreciation for the public’s cooperation and sincerely apologized for the inconvenience caused by the prolonged delay in concluding this matter.
This exercise marks a significant step towards resolving the longstanding issue of unreturned land titles following the completion of major infrastructure projects across Uganda.
