Ssenyonyi Refutes UGX 650M Award Claim, Alleges Cover-Up by Parliamentary Commissioners

KAMPALA – The Leader of the Opposition in Parliament, Joel Ssenyonyi, has vehemently denied claims that he received a controversial service award of UGX 650 million, alleging that the accusations are a smear campaign orchestrated to cover up a fresh UGX 400 million payout to members of the Parliamentary Commission.
Ssenyonyi made the clarification during a media address held in his Parliament boardroom on Tuesday, November 4th, 2025.
The opposition leader asserted that a new service award had been discreetly paid out to the commissioners, with each reportedly receiving UGX 400 million. He named the beneficiaries as Prossy Akampulira Mbabazi (Rubanda Woman MP), Mathias Mpuuga Nsamba (Nyendo-Mukungwe), Solomon Silwany (Bukooli Central), and Esther Afoyochan (Zombo Woman MP).
According to Ssenyonyi, the money was channeled through the Parliamentary Savings and Credit Cooperative Organization (SACCO) to avoid creating a paper trail.
“This money was apparently intended to see them through the campaigns. And to avoid a paper trail, this money was received through the Parliamentary SACCO,” Ssenyonyi told journalists.
He immediately connected this alleged payment to the recent propaganda against him, stating that the recipients deployed agents to mastermind allegations that he had also benefitted from a service award.
“These people through their agents have been recently, and specifically last week been spreading propaganda that I also received a service award. Some of you probably saw those things,” he said. “This is completely false and it is meant to be a cover up for this second service award that the commissioners gave themselves.”
The allegations and counter-allegations have ignited a fresh political firestorm in Parliament, raising serious questions about the accountability and use of public funds by the legislative body. The named commissioners are yet to publicly respond to Ssenyonyi’s claims.
