
Uganda Prisons Service Announces Major Senior Staff Reshuffle
KAMPALA – In a significant administrative overhaul, the Uganda Prisons Service has announced a wide-ranging series of appointments, transfers, and leaves for its senior officers. The moves, ordered by the Commissioner General of Prisons, are aimed at enhancing professionalism, optimizing performance, and improving service delivery across the correctional system.
The reshuffle, which took effect immediately upon its release on August 9, 2025, affects numerous high-ranking officials at the Prisons Headquarters and in districts nationwide.
Key Appointments and Transfers:
Several prominent appointments mark the restructuring. Ms. Aliyo Naatukunda has been elevated to Acting Senior Commissioner of Prisons, where she will now lead the Legal Advisory Services and Human Rights department at headquarters. In another major move, Ms. Brenda Sana has been transferred to headquarters to become the new Head of the Department of Human Resource Planning & Development.
The changes also see the return of several officers from leave to key command positions. Mr. Ronald Mukwoli has been appointed as the new District Prisons Commander for Kalungu, while Mr. Michael Paddle and Mr. William Ochwo have been appointed Staff Officers for Bugiri and Tororo districts, respectively.
A notable technical appointment places Mr. Arthur Mugaba back at the Prisons Headquarters as the Agricultural Engineer in charge of Farms.
Regional Staffing and Handovers:
The press release detailed numerous transfers of Principal Officers returning from leave to new postings across the country. This includes Ms. Zaia Munobwa, who takes over as Officer in Charge of Busaana Prisons, and Ms. Lillian Asello, who becomes a Staff Officer in the Central Region.
The reshuffle also includes a list of new Deputy Officers in Charge at various stations, such as Ronald Kyalislima moving to Nyabuhikye and Patience Nambuya transferring to Kanoni.
The directive from Senior Commissioner of Prisons Frank Baine Mayanja, who also serves as the Deputy Director and Service Spokesperson, mandates all Regional and District Prisons Commanders to oversee the handover process to ensure a smooth transition.
These strategic changes are seen as part of a continuous effort by the Uganda Prisons Service to strengthen its leadership and operational effectiveness.
