
Kampala — The Police’s Criminal Investigations Directorate (CID) has arrested nine officials from various government agencies, including the Uganda Civil Aviation Authority, over their alleged involvement in a massive ghost payroll racket that has cost taxpayers more than UGX 53 billion.
Authorities say the scandal involves the payment of salaries and benefits to non-existent individuals, commonly referred to as “ghost beneficiaries,” who were fraudulently listed on the government payroll. Investigations reveal that more than 40 suspected “ghosts” are still at large and are being pursued by security agencies.
The suspects in custody are believed to have played key roles in creating and maintaining the fictitious entries, authorising payments, and facilitating the siphoning of funds over an extended period. CID spokespersons have confirmed that charges, including abuse of office, embezzlement, and causing financial loss to the government, are being prepared.
Police say the crackdown is part of an intensified campaign to curb payroll fraud across government institutions, with further arrests expected as the investigation deepens.
This is one of the largest payroll scams uncovered in recent years, raising fresh concerns about corruption and internal controls within public service management.
