
Fake Bidding Notice Circulating: Ministry of Finance Warns Public
Kampala, Uganda – The Ministry of Finance, Planning and Economic Development has issued a warning to the public about a fraudulent notice circulating online, falsely claiming to extend a bid submission deadline for a procurement project under the Resource Enhancement and Accountability Programme (REAP).
The fake notice, bearing the ministry’s letterhead and a procurement reference number (MoFPED/UFC 24/00012), alleges an extension of the bid submission date from 18th February 2020 to 19th August 2025 for the delivery of unspecified services across Uganda. It also includes misleading contact details, urging bidders to reach out to an office at 17 Hammington Road, Creston Tower Building.
Authorities have confirmed that the notice is entirely fabricated. Dr. Edward Sengonzi Damulira, the Under Secretary and Accounting Officer named in the document, has disassociated himself and the ministry from the notice, labeling it as a scam.
Red Flags in the Notice:
- Inconsistent Dates: The notice references a 2020 deadline extended to 2025, an unrealistic timeframe.
- Vague Details: The project description is incoherent, with phrases like “Delivery of 84,147%” and “Court of Waste” appearing nonsensical.
- Suspicious Contact: The provided address and instructions are not affiliated with the ministry.
Public Advisory:
- The ministry urges businesses and individuals to verify all procurement notices directly through its official channels.
