
KAMPALA – In a significant and high-profile move, retired Major General James Birungi, the former head of the Chieftaincy of Military Intelligence (CMI), has been arrested and is currently being held at the Makindye Military Barracks.
The arrest, confirmed by military officials, marks a dramatic fall from grace for one of the most powerful figures in Uganda’s intelligence community. Maj Gen Birungi, who previously commanded the elite Special Forces Command (SFC) before leading CMI from 2020 to 2023, was apprehended on Tuesday.
While the specific charges have not been immediately detailed in official communications, sources within the Uganda People’s Defence Forces (UPDF) indicate the arrest is connected to an ongoing board of inquiry investigating alleged misconduct within the intelligence services.

According to officials familiar with the matter, the arrest sends an unambiguous signal that the UPDF leadership is committed to enforcing accountability, even at the highest echelons of its most sensitive agencies.

The development underscores a concerted effort by the military high command to root out corruption and abuse of office, which are seen as threats to national security and operational effectiveness.
