

In a dramatic reversal of fortunes, former Kampala Resident City Commissioner (RCC) Hudu Hussein has been declared the legitimate winner of the National Resistance Movement (NRM) primaries for the Mbale City Northern Division Parliamentary seat. This follows a successful appeal to the party’s internal electoral tribunal, which overturned the initial results.
The NRM Election Disputes Tribunal, in a ruling dated August 22, 2025, nullified the earlier declaration of Mr. Umar Nangoli as the winner. The tribunal’s inquiry revealed that errors in the initial count had led to Hussein’s narrow loss by 591 votes. Upon a thorough re-assessment of the votes, the tribunal found that Hussein had, in fact, won the primary by a margin of 336 votes.
The three-member tribunal panel, comprised of Diana Kasabitti (Panel Head), Ampajze Turinwobaze, and Hillary Kadiswa, issued the following orders:
- The petition filed by Hudu Hussein was allowed.
- The declaration of Umar Nangoli as the elected flag bearer was set aside.
- Hudu Hussein was declared the duly elected NRM flag bearer for the constituency.
The ruling, signed by Tribunal Chairperson, underscores the party’s internal mechanisms for addressing electoral grievances. This decision paves the way for Hussein to carry the NRM flag into the general elections for the Mbale City Northern Division Constituency parliamentary seat.
