
IGG Orders Interdiction of Kalungu District Officials Over Public Funds Mismanagement
KAMPALA – The Inspector General of Government (IGG), Lady Justice Naluzze Aisha Batala, has directed the immediate interdiction of four senior officials from Kalungu District Local Government. This decisive action is to facilitate an unhindered investigation into allegations of gross mismanagement of public funds.
The order, issued on 19th December 2025, targets the Chief Administrative Officer (CAO), Ms. Rose Nalumansi. Also named are Mr. Ismail Twaha Biggwa, the Chief Finance Officer; Ms. Sylvia Grace Nakamwagi, the District Education Officer; and Mr. James Muhangi, an Assistant Engineering Assistant.
The investigation stems from a complaint regarding the handling of funds allocated for the 2024/2025 Financial Year. The money was intended for the renovation and construction of twenty-two primary and secondary schools within the district, as well as for the construction of a new district administration block.
Preliminary findings by the Inspectorate of Government (IG) have uncovered serious irregularities. These include flaws in the procurement process, conflict of interest, and abuse of office by certain district officials. These alleged misconducts are said to have resulted in shoddy workmanship and significant financial loss to the public.
Citing her powers under Article 230 (2) of the Constitution of the Republic of Uganda and Section 13 (6) of the IG Act, the IGG stated that public interest necessitates the removal of the officers from their duties while the probe continues.
“The Inspector General of Government may, during the course of his or her duties or as a consequence of his or her findings, make such orders and give such directions as are necessary and appropriate in the circumstances,” the provision reads.
The directive for interdiction was sent to the Permanent Secretary of the Ministry of Local Government, Mr. Ben Kumumanya, for immediate action. Copies were also forwarded to the Chairpersons of the Public Service Commission and the Kalungu District Service Commission, as well as the District Principal Human Resource Officer.
In a stern warning accompanying the directive, the Inspectorate of Government strongly cautioned all public officers against professional misconduct. It urged them to adhere strictly to ethical standards in the execution of their duties.
