
KAMPALA, Monday, August 25, 2025 – The National Environment Management Authority (NEMA) has intensified its enforcement against noise pollution across the Kampala Metropolitan Area, impounding noise-generating equipment from numerous non-compliant facilities over the weekend.
The operation, led by NEMA’s Department of Enforcement and Field Operations, targeted bars, entertainment venues, and other establishments that have persistently violated the National Environment (Noise Standards and Control) Regulations, 2003. The weekend was specifically chosen for the crackdown due to the high volume of patrons typically visiting entertainment spots.
Areas covered in the enforcement sweep included Mukono, Seeta, Bweyogerere, Kireka, Namugongo, Jjanda, Kulambiro, Bukoto, Katwe, Buloba, Makindye, Mengo, and Kampala City.
This strong action comes amid growing public complaints concerning excessive noise pollution and perceived laxity in enforcement. NEMA has reaffirmed its commitment to upholding Article 39 of the Constitution, which guarantees every Ugandan the right to a clean and healthy environment.
The authority highlighted the serious health risks associated with prolonged exposure to noise pollution, including stress, hearing impairment, and decreased productivity. It also disrupts the wellbeing of communities, adversely affecting schools, hospitals, places of worship, and residential homes.
NEMA is now calling on all proprietors of businesses using amplified sound—including bars, clubs, and religious institutions—to adhere to the established noise standards to avoid similar enforcement actions.
