
PDM Beneficiaries Ordered to Start Loan Repayment
Kampala, Uganda – August 1, 2025 –
Beneficiaries of the Parish Development Model (PDM) programme have been directed to begin repaying the funds they received under the initiative, in line with the repayment guidelines set by the government.
The directive comes as part of efforts to ensure the sustainability and revolving nature of the PDM fund, which was launched to improve household incomes and promote inclusive development at the grassroots level. The programme, championed by President Yoweri Museveni’s government, targets transforming subsistence households into the money economy.
Government officials reminded beneficiaries that the money disbursed was not a grant, but a revolving fund meant to uplift others in the community once repaid.
“The PDM is not free money. It is a revolving fund meant to benefit many others. We call upon all beneficiaries to respect the terms of the programme and begin repaying as agreed,” said a Ministry of Local Government representative.
Local leaders have been tasked with following up on repayments and sensitizing beneficiaries on their obligations, as authorities emphasize transparency and accountability in managing public funds.
The repayment phase is expected to generate more capital to support other eligible households in need, thereby furthering the programme’s goal of ending poverty at the parish level.
