
President Museveni Appoints Former NSSF MD Byarugaba as Senior Advisor
President Yoweri Museveni has appointed former National Social Security Fund (NSSF) Managing Director, Richard Patrick Byarugaba, as a Senior Presidential Advisor on Exports and Industrial Development.
The appointment, announced on February 5, 2026, aims to bolster the performance of the exports secretariat within the Office of the President. Moses Sabiti was also named to the same advisory role.
Byarugaba is a seasoned business executive, banker, and entrepreneur. Since August 2025, he has served as the Chairman of Old Mutual Investment Group Uganda. He is best known for his tenure at the helm of NSSF, the semi-autonomous pension body for private sector workers, from November 2017 to November 2022.
A graduate of Statistics and Economics from Makerere University, Byarugaba is a qualified accountant with the Association of Chartered Certified Accountants (ACCA) in the UK and holds a management diploma from Henley Management College.
He built a distinguished career in banking, beginning at Standard Chartered Bank Uganda in 1983 and rising to executive director. He later held senior roles at the bank’s London headquarters, Nile Bank Limited, Barclays Bank Uganda, and Global Trust Bank Uganda before transitioning to NSSF.
Beyond the corporate sector, Byarugaba has supported various professional and health institutions, including Hospice Africa, the Palliative Care Association of Uganda, and the Uganda Institute of Banking and Financial Services. He also previously served as the Treasurer of the Uganda Bankers Association.
