President Museveni Grants Pardon to 143 Prisoners

KAMPALA, Uganda – In an exercise of presidential power, His Excellency President Yoweri Kaguta Museveni has granted a pardon to 143 prisoners, paving the way for their release from correctional facilities across the country.

The directive was formally communicated by the Attorney General, Kiryowa Kiwanuka, in an official letter dated November 13, 2025, addressed to the Commissioner General of the Uganda Prisons Service. The action was taken in accordance with Article 121 (4) (a) of the 1995 Constitution of the Republic of Uganda.

A subsequent document from the Prisons Service, dated November 19, 2025, and signed by Senior Commissioner of Prisons and Spokesperson Frank Baine, provided the full list of beneficiaries. The list includes a diverse group of individuals, such as Anyango Edith, Bwambale Peter, Tumwijukye Josephat, and Chandiru Rebecca, among others. The document specifies that the pardon was granted “on the recommendation of the Prerogative of Mercy Committee” and applies to petty convicts.

In his letter, the Attorney General forwarded the duly signed Instrument of Pardon to the Prisons Service for “appropriate action” and requested that the Commissioner General notify his office “by return of post” as soon as the release process is completed.

This presidential pardon is a periodic exercise of executive clemency, aimed at decongesting prisons and offering a second chance to individuals deemed to have met the criteria for release. The Uganda Prisons Service is now tasked with the administrative process of effecting the release of the 143 individuals.
