

Pakwach, Uganda — Security forces in Pakwach District have commenced an operation to evict the Balaalo cattle herders, in compliance with Presidential Executive Order No. 3 aimed at regulating pastoral activities in the region.

According to Dr. Canpara Robert, the District Veterinary Officer, Pakwach currently hosts 38,725 herds of cattle, with 1,772 identified as long-horned cattle belonging to the Balaalo. The Balaalo—semi-nomadic cattle keepers—have been identified as residing predominantly in Wadelai, Ragem, Alwi, Panyimur, and Pukwero sub-counties, with 18 individuals officially registered in the district.
The eviction is part of ongoing government efforts to manage unregulated pastoralism, land use conflicts, and environmental degradation linked to uncontrolled cattle movement across various districts. The Presidential directive mandates that all non-compliant pastoralists vacate the affected areas immediately.

Authorities have pledged to carry out the operation in a lawful and humane manner while encouraging voluntary compliance among affected individuals.
