

KAMPALA – In a significant development in the case of the seized national scouts’ property, the purported National Executive Secretary of a rival scouting body was on Thursday evening arraigned in court on multiple criminal charges.

Muledhu David, the leader of the so-called Uganda Boys Scouts Association, was brought before the Makindye Magistrate’s Court by the State House Anti-Corruption Unit (SH-ACU) in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).

He faces a raft of charges including Unlawful Occupation of Land Belonging to Another, Malicious Damage to Property, Conspiracy to Commit a Felony, Forcible Detainer, and Forcible Entry.
His arrest and charging integrate him into an existing case involving seven other scout leaders. The co-accused, who were earlier charged in the same matter, are Buragahare Mujuni Patrick, Butumbwire Stephen, Mugisha John, Musoke Stephen Brian, Mununuzi Alex, Orwanga Michael Richard, and Anyango Francis.
The charges stem from an alleged violent incident on June 24th, 2025. The group is accused of orchestrating a forceful takeover of the National Camping and Scouts Centre located at Kaazi–Busaabala, in the Masajja Division of Makindye Ssabagabo Municipality.
According to the authorities, the accused individuals disrupted the legitimate operations of the recognized Uganda Scouts Association and caused extensive damage to property at the site, which is a central hub for scouting activities in the country.
Presiding over the case, the court remanded Mr. Muledhu to prison custody until September 1st, 2025, when he and his seven co-accused are scheduled to reappear for the mention of their case. The continued detention of the accused underscores the seriousness with which the state is treating the allegations of organized, violent land grabbing.
