Uganda at the Forefront of Africa’s Digital Aviation Transformation, Hosts Key Regional Workshop
ENTEBBE, Uganda – December 2, 2025 – Uganda is solidifying its role as a leader in the modernization of African air navigation by hosting a major international aviation workshop. The Uganda Civil Aviation Authority (UCAA), in collaboration with the Civil Air Navigation Services Organisation (CANSO), is currently convening the ICAO–CANSO System-Wide Information Management (SWIM) and Flight & Flow Information for a Collaborative Environment (FF-ICE) Workshop in Entebbe.
The three-day event, running from December 2-4 at the Protea Hotel, aims to accelerate the continent’s shift towards seamless, integrated, and efficient air traffic management.
Ms. Olive Birungi Lumonya, UCAA Deputy Director General, officially opened the forum. In her address, she spotlighted Uganda’s tangible advancements as a testament to its commitment. “Our continued progress in digital aeronautical information exchange, MET data modernization, and the implementation of electronic Terrain and Obstacle Data (eTOD) are pivotal to our mission of transforming Air Navigation Services,” she stated.
The critical need for regional partnership was emphasized by Ms. Kezia Ogutu, representing the International Civil Aviation Organization (ICAO) Regional Director for Eastern and Southern Africa. “The importance of partnership cannot be overstated,” Ms. Ogutu told the assembled delegates. “There is a strong need for capacity building to prepare States for what is expected of them. This calls for working together, strengthening collaboration, and putting in place the proper structures.”
The workshop has attracted a significant gathering of aviation experts and regulators from 15 nations, underscoring its regional importance. Participating states include Angola, Burundi, Cape Verde, Cameroon, Congo, Ghana, Kenya, Namibia, Rwanda, Senegal, South Africa, Togo, Tanzania, the United States of America, and Zambia.
The core agenda focuses on the transformative potential of SWIM and FF-ICE frameworks. Participants will engage in detailed discussions on how these systems can revolutionize African skies by enhancing real-time information sharing, improving technical interoperability between national systems, and facilitating the continent-wide transition to more efficient trajectory-based operations.
In closing, the UCAA extended its gratitude to ICAO and CANSO for their sustained partnership and welcomed all delegates to Entebbe, reaffirming a shared commitment to advancing the future of African aviation.
