Uganda Bolsters Global Air Links with New Agreement with Argentina, Updated Pact with Qatar

PUNTA CANA, Dominican Republic – Wednesday, November 12, 2025 – In a significant move to expand its international aviation footprint, Uganda has concluded a new Bilateral Air Services Agreement (BASA) with Argentina and signed a reviewed agreement with Qatar.

The landmark agreements were finalized this week at the International Civil Aviation Organization (ICAO) Air Services Negotiation event (ICAN2025) in Punta Cana, Dominican Republic.
The newly initialled BASA with Argentina marks a historic step, being the first of its kind between the two nations. It paves the way for the establishment of direct air links between Uganda and the South American nation, a region with which air connectivity has been limited. Alongside this, a Memorandum of Understanding was signed to solidify the partnership.
Concurrently, Uganda signed a reviewed BASA with the State of Qatar, updating the existing framework to further enhance air service operations between the two countries.
This diplomatic milestone is expected to unlock new opportunities for trade, tourism, and investment, creating a vital air bridge between Africa and South America.
The Ugandan delegation at ICAN2025 is being led by Ms. Olive Birungi Lumonya, the Deputy Director General of the Uganda Civil Aviation Authority (UCAA). The team also includes officials from the Ministry of Works and Transport and the national carrier, Uganda Airlines.
According to a statement from the delegation, these agreements are a key part of Uganda’s strategic vision to grow its air transport sector. The team continues to engage with other states at the week-long event, which runs from November 10-14, aiming to further strengthen Uganda’s global aviation network and support the growth of Uganda Airlines.
