The harmonization session, chaired by the Acting Secretary to the Commission, Mr. Richard Baabo Kamugisha, allowed candidates’ teams to present their proposed schedules. The Commission facilitated discussions to resolve potential overlaps in venues and dates, aiming to prevent conflicts and ensure a smooth electoral process.

In a statement, the Commission underscored that this proactive measure is designed to “promote fairness, transparency, and the peaceful conduct of campaigns nationwide.” It reaffirmed its commitment to providing equal opportunities to all candidates, as mandated by the country’s electoral laws.
The campaign guidelines, officially titled “Campaign Guidelines for Presidential Candidates, 2025/2026,” outline a comprehensive framework for the upcoming activities. Key provisions include:
· Campaign Hours: All campaign activities must be conducted between 7:00 am and 6:00 pm on designated campaign days.
· Conduct of Candidates: The guidelines strictly prohibit the use of language that is defamatory, sectarian, or incites hatred, violence, or public disorder. The publication of false statements concerning a candidate’s character, health, or withdrawal is also an illegal practice.
· Security and Facilitation: The Commission is obligated to ensure state-provided security for all candidates during the campaign period. Each candidate will be provided with a lead vehicle with police personnel.
· Campaign Finance: Candidates are prohibited from receiving financial assistance from foreign entities deemed hostile to Uganda. They must also maintain records of all campaign assistance and submit a detailed return to the Commission within 30 days after the election.
· Use of State Resources: The use of government resources for campaigning is illegal, except for the incumbent President, who may use facilities ordinarily attached to the office.
· Penalties for Offences: The document specifies severe penalties for various electoral offences, including bribery, misconduct at meetings, and defacement of campaign materials. Penalties include hefty fines—with one currency point equivalent to UGX 20,000—and imprisonment terms ranging from six months to five years.
