
Uganda Hosts National Air Transport Facilitation Committee Meeting to Enhance Aviation Efficiency

ENTEBBE, UGANDA – Key aviation stakeholders convened at Entebbe International Airport on October 29, 2025, for the National Air Transport Facilitation Committee meeting, aimed at streamlining and securing the country’s air transport operations.

The meeting, organized by the Ministry of Works and Transport in conjunction with the Uganda Civil Aviation Authority (UCAA), brought together a wide array of participants. These included representatives from airlines, ground handling companies, the Directorate of Citizenship and Immigration Control, Uganda Revenue Authority, various security agencies, and multiple ministries including Tourism, Wildlife and Antiquities; Health; Trade, Industry and Cooperatives; Defence and Veteran Affairs; and Agriculture, Animal Industry and Fisheries.
Mr. Winstone Katushabe, the Commissioner for Transport Regulation and Safety, officially opened the gathering. Representing the Permanent Secretary of the Ministry of Works and Transport, who chairs the committee, Mr. Katushabe emphasized the critical role of the committee.
He stated that the National Air Transport Facilitation Committee serves as a vital platform for “collaboration, cooperation, and sharing information among all stakeholders in the aviation community.” He highlighted their collective responsibility in facilitating the “seamless movement of aircraft, passengers, cargo and mail.” Mr. Katushabe further stressed that the committee’s activities are guided by the Standards and Recommended Practices (SARPs) of Annex 9 to the Convention on International Civil Aviation, noting that compliance is “a fundamental requirement for improving travelers’ experience in a safe and secure aviation environment.”
A series of presentations formed the core of the meeting’s agenda. Key discussion points included:
· Amendments to the National Air Transport Facilitation Programme.
· A briefing on the EAC CASSOA Collaborative Arrangement for the Prevention and Management of Public Health Events in Civil Aviation (CAPSCA) State visit.
· The status of implementing recommendations from the 47th East African Consultative Meeting on Air Transport Facilitation.
· Preparations for the forthcoming 48th EAC Consultative Meeting on Facilitation of Air Transport, scheduled to be held in Uganda from November 26 to 28, 2025.
· Updates on the inspection of Entebbe International Airport.
The meeting underscores Uganda’s ongoing commitment to enhancing its aviation sector through robust stakeholder engagement and adherence to international standards, ensuring a secure, efficient, and passenger-friendly travel experience.
