

Uganda Mourns the Passing of Hon. Rhoda Kalema, “Mother of Parliament”

Uganda is in mourning following the passing of Hon. Rhoda Nakibuuka Nsibirwa Kalema, a revered pioneer of women’s political participation and a stalwart of public service. Hon. Kalema, fondly remembered as the “Mother of Parliament,” died at the age of 96.
Celebrated for her integrity, humility, and courageous spirit, Hon. Kalema’s contribution to Uganda’s political landscape and the cause of women’s emancipation spanned decades. She was a central figure in the country’s post-independence political awakening and a fearless advocate for justice and good governance.
Her most defining role came in the aftermath of the Idi Amin regime, when she joined the Uganda Patriotic Movement (UPM), a decision that saw her imprisoned multiple times at Luzira Prison. Despite the risks, Kalema stood firm, determined to shape a democratic Uganda.
She was among only two women appointed to the National Consultative Council (NCC), the transitional governance body that laid the groundwork for Uganda’s future after Amin’s fall. Her later public service included a tenure as Deputy Minister of Public Service (1989–1991), and in 1994 she represented Kiboga District in the Constituent Assembly, which drafted Uganda’s 1995 Constitution.
Known for mentoring many of Uganda’s prominent women leaders—including Hon. Miria Matembe—Mama Rhoda’s home in Kibuli became a beacon of wisdom and inspiration. As recently as 2023, she welcomed political protégés into her home to share insights on leadership, education, and national development.
The Speaker of Parliament, in a heartfelt tribute, described her as a “mother, mentor, and trailblazer for women in leadership,” emphasizing her pivotal role in opening the doors of Parliament to female legislators and shaping Uganda’s legislative process. “May her memories continue to inspire us to serve our country better,” the Speaker noted.
Condolences have poured in from across the nation, including from H.E. President Yoweri Kaguta Museveni, the Kingdom of Buganda, her family, and fellow leaders, all recognizing the profound impact of her life’s work.
Uganda bids farewell to an icon of grace, courage, and public service. May the legacy of Hon. Rhoda Kalema endure and her soul rest in eternal peace.
