
Kampala — The Government of Uganda has asked Parliament to approve additional borrowing of about 830 billion shillings ($204 million) to finance the completion of the long-delayed Busega–Mpigi Expressway, a flagship project designed to ease traffic congestion on the busy Kampala–Masaka highway corridor.
Presenting the request before lawmakers on Wednesday, Finance Minister Ramathan Ggoobi explained that the new funding will be secured from the African Development Bank (AfDB) and the African Development Fund (ADF) after earlier allocations fell short of the project’s financial requirements.
The 23.7-kilometre, four-lane expressway has been under construction since 2020 but has experienced repeated delays, raising concerns over escalating costs and prolonged traffic bottlenecks along one of Uganda’s most critical transport routes.
Once completed, the expressway is expected to significantly cut travel time, improve road safety, and enhance trade flow between Kampala and western as well as southwestern regions of the country.
Parliament is expected to debate and decide on the government’s request in the coming days.
