BREAKING: UNEB Declares It Does Not Hold Academic Certificates of Museveni’s Brother, Directs Inquiry to Schools

KAMPALA – The Uganda National Examinations Board (UNEB) has stated it does not possess certified copies of the academic documents for Mr. Aine Godfrey Kaguta, the nominated candidate for Member of Parliament for Mawogola North Constituency and brother to President Yoweri Museveni.

This revelation is contained in an official letter dated 4th November 2025, written by UNEB Executive Director, Dan N. Odongo, in response to an inquiry from Kampala Associated Advocates.
The development throws a new hurdle into the ongoing controversy surrounding the academic qualifications of the presidential brother, who notably did not attach his PLE, UCE, and UACE certificates to his nomination papers submitted to the Electoral Commission.
UNEB’s Official Position
In the letter, UNEB clarified its institutional role, stating, “UNEB is unable to avail you certified copies of PLE Pass Slip, UCE Certificate and UACE Certificate due to the fact that these documents are issued to the school from which a particular candidate took the relevant examination.”
The examinations body further explained that it is the school’s responsibility to issue these documents to the candidate. Instead, UNEB offered to provide a “Letter of Verification of Results” based on the results data it holds.
Additionally, UNEB explicitly distanced itself from admission matters, noting it “does not have the mandate to determine the admission of students at any level.”
Political Firestorm and Next Steps
The quest to verify Mr. Kaguta’s academic records was initiated by his political opponent, Mr. Jet Tumwebaze, who has brought a tenacious legal challenge against the nomination. With UNEB’s response, the spotlight now shifts to the educational institutions Mr. Kaguta allegedly attended.
The next stops for this investigation are expected to be Kaaro High School in Kiruhura District for his O and A-Level documents, and a yet-to-be-named primary school for his Primary Leaving Examination (PLE) slip.
The question now looms whether the National Council for Higher Education (NCHE) will be drawn into the fray, especially if queries arise regarding the equivalence or recognition of any qualifications presented.
This escalating situation underscores the intense scrutiny surrounding the academic credentials of political candidates in Uganda and sets the stage for a heated electoral battle in Mawogola North Constituency.
